DOL Unveils New Opinion Letter Program to Simplify Labor Law Compliance for Employers and Workers

On June 2, 2025, the U.S. Department of Labor (DOL) announced the launch of a comprehensive opinion letter program across five key agencies, aiming to enhance compliance assistance for workers, employers, and stakeholders. 

The program involves the following agencies:

  • Wage and Hour Division (WHD): Issuing opinion letters.
  • Occupational Safety and Health Administration (OSHA): Providing letters of interpretation.
  • Employee Benefits Security Administration (EBSA): Releasing advisory opinions and information letters.
  • Veterans’ Employment and Training Service (VETS): Issuing opinion letters.
  • Mine Safety and Health Administration (MSHA): Offering compliance assistance resources through the new MSHA Information Hub, a centralized platform for guidance, regulatory updates, training materials, and technical support.

Deputy Secretary of Labor Keith Sonderling emphasized that “opinion letters are an important tool in ensuring workers and businesses alike have access to clear, practical guidance.” 

To facilitate access, the DOL has launched a dedicated landing page at dol.gov/opinion-letters, allowing users to explore past guidance and submit new requests.

This initiative reflects the DOL’s commitment to transparency and support for all stakeholders in understanding and complying with federal labor laws.
